F. X. BROWNE, INC. PROGRESS REPORT FOR SEPTEMBER-OCTOBER 2003

PA1012-46 - FY 1998 EPA GRANT PROJECT

Lake Management Program and Volunteer Monitoring Program – During this reporting period, F. X. Browne, Inc. completed the LWWMD Lake Monitoring Program and continued work on the Volunteer Water Quality Monitoring Program.

F. X. Browne, Inc. updated and sent two reports to Karen Mandeville that had been written prior to last year’s work freeze due to the audit. These reports included the Lake Ariel and Waynewood Lake reports. Karen is going to send copies of the reports to the lake association members. In addition, F. X. Browne, Inc. printed and mailed a copy of the Roamingwood Lake (Hideout) report to Karen Mandeville at LWWMD.

F. X. Browne, Inc. entered data into spreadsheets from the two lakes that participated in the LWWMD Volunteer Lake Monitoring Program (Whitney Lake and Jim Shunk Pond). Brief reports were written and sent to the volunteer participants. Some of the data collected at the Jim Shunk pond required verification. F. X. Browne, Inc. repeated the dissolved oxygen and temperature measurements and Karen Mandeville repeated the Secchi disk transparency measurement. The report was then updated with the new data.

F. X. Browne, Inc. worked on reports for several of the small lakes in the watershed that had contacted us during 2003 for assessments, including a pond on Stock Farm Road in Lake Ariel and a pond on Spinner Brook in Paupack (Murray Pond).

F. X. Browne, Inc. also worked on reports for the following other small lakes in the Lake Wallenpaupack watershed that had contacted us for assessments in previous years: Paupackan Lake, Tanglewood Lake, and Butler Pond. The data had been collected prior to the audit last year, and reports were written during September and early October 2003.

Streambank Stabilization Handbook – F. X. Browne, Inc. continued work on the text and graphics for the streambank and shoreline stabilization guide. We drafted text for the stabilization guide portion of the handbook.

Project Documentation - F. X. Browne, Inc. prepared the monthly progress report for September-October for this project and provided general project management services, including scheduling of task assignments, review of charges, and preparation of detailed invoice descriptions. In addition, we created a web version of the LWWMD progress report for September-October, changed the log-in page to include new links, created a PDF version of the progress report, uploaded the files to the server, and tested the log-in, links and report pages.

PA1012-52 - FY 1999 EPA GRANT

BMP Effectiveness – F. X. Browne, Inc. collected pre-construction wet weather samples at the Krautter farm and transported them to our laboratory for analysis. The sample was analyzed for BOD, fecal coliform bacteria, total phosphorus, TKN, nitrate nitrogen, ammonia nitrogen, and total suspended solids.

Seminars – During the month of September, F. X. Browne, Inc. completed the final summary reports for the Stormwater Management and Low Impact Development Seminar, the Aquatic Ecosystem Restoration Seminar, and the three homeowner seminars.  These final summary reports will be included in the final report for the project that will be submitted to the EPA.

Project Management and Documentation – F. X. Browne, Inc. prepared the September-October progress report for the project and provided overall project management services, including scheduling of task work, review of charges, and preparation of detailed invoice descriptions.

PA1012-55 - LWWMD GROWING GREENER PROJECT – During the month of September, 2003, F. X. Browne, Inc. hooked up solar panels at five stream stations, installed batteries at five stream stations, installed two rain gages, checked all electrical panels to ensure that power and phone service was connected properly, visited all station locations to ensure that all stations were working properly, and trained volunteers and Karen Mandeville on how to measure steam flow.

Billing Group 002 - Krautter Farm – F. X. Browne, Inc. obtained pole building plans from 84 lumber for the project, discussed the project with the contractor, conducted two site inspection visits, and received and answered phone questions from the contractor.

Billing Group 003 – WLE Swales – F. X. Browne, Inc. conducted a pre-construction meeting at the project site with Leeward Construction, Inc. The project is currently under construction.

Billing Group 005 – Swingle Farm – F. X. Browne, Inc. continued with the design work for the Swingle Farm BMP. We prepared the existing facility layout and prepared surface elevation contours, developed the stabilization area layout and the vegetative filter area layout, and designed the re-grading plan for the proposed contours development. We performed all necessary engineering calculations to size all structures on the site. We prepared and drafted construction details for required items. We performed a quality control review of all plans and specifications and made required changes based on the quality control review. We developed contract documents and bidding documents for the project, and we presented the design package at the September 17, 2003 Board meeting.

Billing Group 006 – Pawlowski Farm – F. X. Browne, Inc. attended a pre-bid meeting for the project, answered questions from contractors, answered questions from Karen Mandeville regarding the bidding documents, reviewed the contractors bonds and other paperwork, and contacted Karen Mandeville to indicate that she should issue the Notice to Intent to Award a Contract.

Billing Group 008 – Will Keating Farm  – F. X. Browne, Inc. continued with the design work for the W. Keating Farm BMP. We prepared the existing facility layout and prepared surface elevation contours, developed the stabilization area layout and the vegetative filter area layout, and designed the re-grading plan for the proposed contours development. We performed all necessary engineering calculations to size all structures on the site. We prepared and drafted construction details for required items. We performed a quality control review of all plans and specifications and made required changes based on the quality control review. We developed contract documents and bidding documents for the project, and we presented the design package at the September 17, 2003 Board meeting.

Billing Group 009 – Bill Whermann Farm– F. X. Browne, Inc. continued with the design work for the Whermann Farm BMP. We prepared the existing facility layout and prepared surface elevation contours, developed the stabilization area layout and the vegetative filter area layout, and designed the re-grading plan for the proposed contours development. We performed all necessary engineering calculations to size all structures on the site. We prepared and drafted construction details for required items. We performed a quality control review of all plans and specifications and made required changes based on the quality control review. We developed contract documents and bidding documents for the project, and we presented the design package at the September 17, 2003 Board meeting.

Billing Group 010 – James Keating Farm – F. X. Browne, Inc. visited the site to discuss the proposed manure storage area and truss structure with the owner. We began the detailed design of the manure storage area.

PA1012-59      2003 GENERAL ENGINEERING

F. X. Browne, Inc. prepared for and attended the September 2003 LWWMD Board meeting. Additionally, Dr. Browne spoke with Karen Mandeville and MaryAnn Hubbard on several occasions regarding general LWWMD topics.

PA1012-60  2003 LAKE WALLENPAUPACK WATER QUALITY MONITORING PROJECT

F. X. Browne, Inc. coordinated the September 2003 sampling events for Lake Wallenpaupack.

On September 8, 2003 F. X. Browne, Inc. collected surface, middle, and bottom water samples for chemical analysis at Station #3. In addition, we collected samples for chlorophyll a, phytoplankton, and zooplankton analyses. We then transported the samples to our laboratory in Marshalls Creek and analyzed them for total phosphorus, dissolved reactive phosphorus, total Kjeldahl nitrogen, nitrate/nitrite nitrogen, ammonia nitrogen, total suspended solids, fecal coliform bacteria, fecal streptococci bacteria, alkalinity (surface samples only), and pH.

On September 22, 2003, we collected surface, middle, and bottom water samples for chemical analysis at Station #3 and at Stations #1, #3, and #5, respectively. The water column exhibited a strong thermal stratification, as evidenced by the thermal profiles. In addition, we collected samples for chlorophyll a, phytoplankton, and zooplankton analyses. We also collected temperature and dissolved oxygen profile data at each station. We then transported the samples to our laboratory in Marshalls Creek and analyzed them for total phosphorus, dissolved reactive phosphorus, total Kjeldahl nitrogen, nitrate/nitrite nitrogen, ammonia nitrogen, total suspended solids, fecal coliform bacteria, fecal streptococci bacteria, alkalinity (surface samples only), and pH.
