F. X. BROWNE, INC. PROGRESS REPORT FOR AUGUST-SEPTEMBER 2003
Lake Management Program and Volunteer Monitoring Program During this reporting period, F. X. Browne, Inc. continued planning for the LWWMD Lake Monitoring Program and Lake Monitoring Workshops.
F. X. Browne, Inc. coordinated the August 12 and 13, 2003 evening seminars on Lake Ecology Lake Monitoring with Karen Mandeville. The evening seminars were geared toward not only people interested in participating in the LWWMD Lake Monitoring Program, but also toward any watershed citizen interested in learning more about lake ecology and lake monitoring.
F. X. Browne, Inc. prepared and mailed 500 new brochures advertising the August seminars to watershed citizens and lake associations. We also sent e-mail announcements and put announcements on the LWWMD website, the F. X. Browne, Inc. website, the F. X. Browne, Inc. newsletter, and the DEP Update. We developed the presentation materials and made additional copies of the volunteer monitoring training manual for distribution at the seminars.
The August 12, 2003 seminar was held at the Hamlin Elementary School. The August 13, 2003 seminar was held at the PPL Learning Center. The seminar was well received by all participants.
F. X. Browne, Inc. began writing a summary report about the LWWMD Lake Monitoring Program and workshops.
Two lakes were sampled by volunteer monitors during the month of August. On August 19, 2003 a private pond on the property of James Shunk was sampled by Mr. Shunk, and on August 21, 2003, Lake Whitney was sampled by Dr. Charles Marston and Ed Carl. The samples were delivered to our laboratory by Karen Mandeville and were analyzed for total phosphorus and chlorophyll a. Laboratory data and field data were computerized. Total phosphorus, Secchi disk transparency, and chlorophyll a concentrations were compared to EPA criteria for lakes, and the trophic state index of the lake was calculated. All data were summarized in a letter report that was submitted to the volunteer monitors and Karen Mandeville.
Streambank Stabilization Handbook F. X. Browne, Inc. continued work on the text and graphics for the streambank and shoreline stabilization guide. We drafted text for the planting and seeding sections of the handbook. We also prepared several watercolor drawings for the handbook including a lakeshore cross-section, and schematics of several bioengineering techniques.
Project Documentation - F. X. Browne, Inc. prepared the monthly progress report for August-September for this project and provided general project management services, including scheduling of task assignments, review of charges, and preparation of detailed invoice descriptions. In addition, we created a web version of the LWWMD progress report for August-September, changed the log-in page to include new links, created a PDF version of the progress report, uploaded the files to the server, and tested the log-in, links and report pages.
PA1012-52 - FY 1999 EPA GRANT
BMP Evaluation F. X. Browne, Inc. discussed surveying requirements and project goals for the PPL Shoreline project with Karen Mandeville and internally. We discussed the I-84 project internally and with Karen Mandeville, we prepared a summary of work for Karen for the project, and we called PADOT to get an update on their work for this project. Additionally, we discussed the Lesniak project with Karen Mandeville and internally, and we prepared and provided a sketch plan for contract preparation. We prepared for and attended the July LWWMD Board meeting to discuss all potential BMPs.
Seminars During the month of August, F. X. Browne, Inc. began work to prepare final summaries of the Stormwater Management and Low Impact Development Seminar, the Aquatic Exosystem Restoration Seminar, and the three homeowner seminars.
Project Management and Documentation F. X. Browne, Inc. prepared the August-September progress report for the project and provided overall project management services, including scheduling of task work, review of charges, and preparation of detailed invoice descriptions.
PA1012-55 - LWWMD GROWING GREENER PROJECT During the month of August 2003, F. X. Browne, Inc. hooked up solar panels at Purdy Creek Station, picked up batteries from the District Office, and installed the battery at the Purdy Creek Station.
Billing Group 003 WLE Swales F. X. Browne, Inc. prepared a Notice to Proceed letter for Karen Mandeville to send to the Contractor. This letter indicated that construction at the WLE project site should begin by August 18th and be completed by September 18th, as required in the contract. We contacted Karen on several occasions after the August 18th requested start date to see if construction had begun so that we could provide construction observation services. John Carney of Wallenpaupack Lake Estates and Leeward Construction, Inc. worked out a start date of after Labor Day weekend due to high traffic volumes before the Labor Day weekend.
Billing Group 005 Swingle Farm F. X. Browne, Inc. conducted a field survey of the project site to obtain elevation data and to locate existing structures. We computerized field survey data and developed site contours in AutoCAD. We reviewed soil types of the project site, and we developed an overall site plan for project design purposes. We prepared detailed construction drawings and developed construction specifications for the project. We performed all necessary engineering calculations to size all structures on the site. We prepared and drafted construction details for required items. We performed a quality control review of all plans and specifications and made required changes based on the quality control review. We developed contract documents and bidding documents for the project.
Billing Group 009 Bill Whermann Farm F. X. Browne, Inc. computerized field survey data and developed topographic lines for the site plan, began work on development of existing facility map, reviewed soil types for project site, began design of the site plan and plan details, performed preliminary stormwater calculations, and began drafting preliminary plans.
Billing Group 010 James Keating Farm F. X. Browne, Inc. visited the site to discuss the proposed manure storage area with the owner, inspected the current work being performed for the concrete barnyard, prepared a revised cost estimate, revised sketch plan, and a revised contract for the new design to incorporate the roofed manure area into the concrete barnyard, and made numerous phone calls to the owner and Karen Mandeville to discuss the project.

PA1012-60 2003 LAKE WALLENPAUPACK WATER QUALITY MONITORING PROJECT
F. X. Browne, Inc. coordinated the August 2003 sampling events for Lake Wallenpaupack. On August 18 and 25, 2003, we collected surface, middle, and bottom water samples for chemical analysis at Station #3 and at Stations #1, #3, and #5, respectively. The water column exhibited a strong thermal stratification, as evidenced by the thermal profiles. In addition, we collected samples for chlorophyll a, phytoplankton, and zooplankton analyses. We also collected temperature and dissolved oxygen profile data at each station. We then transported the samples to our laboratory in Marshalls Creek and analyzed them for total phosphorus, dissolved reactive phosphorus, total Kjeldahl nitrogen, nitrate/nitrite nitrogen, ammonia nitrogen, total suspended solids, fecal coliform bacteria, fecal streptococci bacteria, alkalinity (surface samples only), and pH.
On August 11, 2003 we collected wet weather surface, middle, and bottom water samples for chemical analysis at Station #3. These samples were collected after several days of significant rainfall to study the effects of stormwater inputs on the lake water quality. The water column exhibited a strong thermal stratification, as evidenced by the thermal profiles and was not adversely affected by the stormwater inputs. In addition, we collected samples for chlorophyll a, phytoplankton, and zooplankton analyses. We then transported the samples to our laboratory in Marshalls Creek and analyzed them for total phosphorus, dissolved reactive phosphorus, total Kjeldahl nitrogen, nitrate/nitrite nitrogen, ammonia nitrogen, total suspended solids, fecal coliform bacteria, fecal streptococci bacteria, alkalinity (surface samples only), and pH. The results of this and other stormwater sampling will be discussed in detail in the final report for this project.
On September 8, 2003 F. X. Browne, Inc. collected surface, middle, and bottom water samples for chemical analysis at Station #3.
