F. X. BROWNE, INC. PROGRESS REPORT FOR APRIL-MAY 2003

 

PA1012-46 - FY 1998 EPA GRANT PROJECT

Lake Management Program and Volunteer Monitoring Program - F. X. Browne, Inc. continued work on the organization of the lake management seminar. We sent an email to Karen Mandeville requesting that she assist us in scheduling and setting up the seminar and contacting the Wayne and Pike County Extension Services to see if they would co-sponsor the seminar and provide us with their mailing list. We are currently working with Karen to schedule this seminar on June 21, 2003 at the PPL Learning Center. We continued working on the seminar materials and presentation.

Streambank Stabilization Handbook – F. X. Browne, Inc. placed several calls to and left several messages for Annalisa Black, PPL, concerning PPL’s involvement with the stabilization handbook. F. X. Browne, Inc. reviewed and edited Chapters 1-4 of the draft stabilization handbook. F. X. Browne, Inc. selected photographs and graphics for Chapters 1-2 of the stabilization handbook and integrated the photographs and graphics into the text for Chapters 1 and 2.

Citizen and Township Questionnaires – F. X. Browne, Inc. made final modifications to the three questionnaires. We are currently working with Karen Mandeville to develop a mailing list of Township Supervisors, Planning Commission members, Township Engineers, and citizens so that the questionnaires can be sent out. In addition, we will be working with Karen to ensure that copies of the questionnaires are sent home with school children. We prepared a memo to send home with all of the 10th grade students explaining the importance of the questionnaire. We are planning to send out the questionnaires within the next 2 weeks.

Assistance to Communities – F. X. Browne, Inc. prepared a list of BMPs by municipality and map identification number at the request of Karen Mandeville.  We provided Karen with copies of our field data sheets for all problem areas located in Lake Township so that she could share that information with the Township, as requested.  We met with the printer to discuss and obtain printing/quote for additional copies of “Protecting Lake Wallenpaupack” brochure, and we emailed the digital version with logo and font for printer’s use.

F. X. Browne, Inc. evaluated field results and water quality data for the Haas Pond.  A survey was performed to investigate problems in the stream at the Post property.  F. X. Browne, Inc. wrote a report that was distributed to Post and the township supervisors.

Dr. Browne prepared for and attended three committee meetings: Executive Committee, Environmental Education Committee, and the Strategic Planning Committee.

Project Documentation - F. X. Browne, Inc. prepared the monthly progress report for April-May for this project and provided general project management services, including scheduling of task assignments, review of charges, and preparation of detailed invoice descriptions.  In addition, we created a web version of the LWWMD progress report for March/April, changed the log in page to include new links, created a PDF version of the progress report, uploaded the files to the server, and tested the log in, links and reports.

PA1012-52 - FY 1999 EPA GRANT

BMP Evaluation – F. X. Browne, Inc. discussed new BMPs with Karen Mandeville and internally, conducted a site vast with the BMP committee on April 4, 2003 to evaluate the Lesniak Farm, the Swingle Farm, the Pawloski Farm, and the Purdy Creek erosion problem, completed a BMP ranking sheet for each potential project, and prepared project description summaries for each new potential project.  We modified the BMP ranking sheet and updated all projects in accordance with the new ranking sheet.  Additionally, for each potential new BMP site, we prepared a memo with a description of each problem, prepared a sketch of the problem, identified the most suitable solution to solve the nonpoint source problem, and developed a preliminary cost estimate for each site.  This information was presented to the Board at the April 2003 meeting.  We sent Karen an email requesting that she contact Green Township to let them know that they should contact PennDOT to set up a meeting to discuss the I-84 project.

Seminars – F. X. Browne, Inc. finalized and arranged the printing and mailing of the promotional brochure for both seminars. F. X. Browne, Inc. researched and compared printing and mailing prices from several printers and mailing houses, and determined the final brochure count based on the best price estimates. F. X. Browne, Inc. assembled a wide variety of mailing lists, evaluated each mailing list based on target audience and cost, and selected and edited final mailing lists to use for the brochure mailing. F. X. Browne, Inc. prepared email announcements for the seminars and sent the announcements to approximately 2,000 recipients.

F. X. Browne, Inc. discussed sponsorship of the seminars with Penn State Cooperative Extension Service and Pike County Conservation District. F. X. Browne, Inc. arranged to have Penn State Cooperative Extension Service mail out brochures to its mailing list. F. X. Browne, Inc. prepared and reviewed a press release for the seminars. F. X. Browne, Inc. developed web advertisements for the seminars for the F. X. Browne, Inc. and LWWMD web sites. F. X. Browne, Inc. prepared an on-line registration form for the seminars and provided links to the on-line registration form from the F. X. Browne, Inc. and LWWMD web sites. F. X. Browne, Inc. arranged for the advertisement of the seminars on several web site calendars.

F. X. Browne, Inc. worked with Karen Mandeville to determine the times, dates, and locations for the homeowner seminars.  The seminars are scheduled as follows:

July 8 – PPL Learning Center

July 9 – Hamlin Elementary School

July 10 – Sterling Township Building

F. X. Browne, Inc. discussed advertising plans for the seminars with Karen Mandeville.

Project Management and Documentation – F. X. Browne, Inc. prepared the April-May progress report for the project and provided overall project management services, including scheduling of task work, review of charges, and preparation of detailed invoice descriptions.

PA1012-55 - LWWMD GROWING GREENER PROJECT – F. X. Browne, Inc. continued working on the coordination and installation of stream stations. We visited the stream station on the Main Branch to obtain field information to determine if this site would be acceptable (prior to this time, snow and ice prevented us from making a final determination. We prepared a detailed field memo regarding this site and determined that the site is acceptable. We contacted Glenn Khoury, property owner, to arrange for easement information.  We conducted a field visit to each station with PPL and Karen Mandeville to identify the locations of the sampling sites for PPL permits and easements. We contacted the Verizon engineer to establish requirements for installation of phone service to each station, and we visited each station with the Verizon engineer and Right of Way representative to identify the station locations and phone service requirements. We finalized the materials list for the construction of the sampling boxes and discussed various items with Karen Mandeville.  We checked the inventory of equipment that was received compared to the shipping list to ensure that all equipment was satisfactorily received.   We contacted Karen on several occasions to determine the status of the easement agreements with PPL. We evaluated the alternative of using solar panels with batteries rather than AC electric provided by PPL.  We evaluated the initial costs of AC equipment and PPL service, and monthly electric charges and compared them to the initial and monthly costs of solar panels.  We determined that the use of solar panels would be better and less expensive in the long run. 

We worked with Karen to order the parts needed for the solar panel option and to send back parts that we do not need.  (It should be noted that Karen talked ISCO out of charging the district a 15% return charge for the returned equipment.)  F. X. Browne, Inc. constructed and painted six enclosures to house the ISCO monitoring equipment (see photo).  One of these enclosures will be installed at each stream monitoring station.  We installed one of the sampling stations and this station was connected to phone service on Friday May 16, 2003. We are planning to install a second station  either Thursday or Friday after the Board meeting on May 21, 2003. Our goal is to get all six stations installed by the June 2003 Board meeting. 
PA1012-58      BMPs

Billing Group 002 - Krautter Farm – F. X. Browne, Inc. continued preparing structural plans of the animal waste facility, contacted pole building manufacturers to discuss requirements and specifications for the building, prepared draft specifications and bidding documents for the project, and met with Mr. Krautter on the site to roughly stakeout the building location. Based on the rough stakeout, we modified the preliminary design information and made required changes to the construction plans, including the addition of a catch basin and underdrain. We spoke with Mr. Krautter and Karen Mandeville on the telephone on several occasions to discuss the revised contract details. We plan to have this project ready to bid in the next couple of weeks.

Billing Group 003 – WLE Swales – F. X. Browne, Inc revised the construction cost estimate for this project and presented it at the April LWWMD Board meeting. We delivered revised plan sheets to John Carney of Wallenpaupack Lake Estates for his review, worked on preparation of technical specifications and bidding documents for the project, discussed alternate bid options to be included in the bidding documents, and compiled a complete set of plans and bidding documents. This project is currently ready to go out to bid. During the next month, we plan to put the project out to bid. We will plan to have bids received prior to June’s Board meeting.

Billing Group 004 – Main Branch Wallenpaupack Creek – F. X. Browne, Inc. prepared a ranking sheet for the Main Branch Wallenpaupack Creek erosion project and presented it at the April Board meeting. This project was approved by the Board in April to be funded as a design project pending agreement by the landowners. We will begin design work as soon as we hear from Karen Mandeville that the landowners are agreeable.

Billing Group 005 – Swingle Farm – F. X. Browne, Inc. presented a project description memo to the Board in April, along with a BMP ranking sheet. The Board agreed to fund this project with a 50 percent match.

Billing Group 006 – Pawloski Farm - F. X. Browne, Inc. presented a project description memo to the Board in April, along with a BMP ranking sheet. The Board agreed to fund this project with a 50 percent match.

Billing Group 007 - PPL Learning Center – F. X. Browne, Inc developed a cost estimate to convert the existing detention basin at the PPL Learning Center to a constructed wetland. We discussed the project with Karen Mandeville, and we prepared a letter to PPL.

F. X. Browne, Inc. prepared for and attended the April 2003 LWWMD Board meeting. Additionally, Dr. Browne spoke with Karen Mandeville and MaryAnn Hubbard on several occasions regarding general LWWMD topics.

PA1012-60  2003 LAKE WALLENPAUPACK WATER QUALITY MONITORING PROJECT

F. X. Browne, Inc. coordinated the April 2003 sampling event for Lake Wallenpaupack. On April 28, 2003, we collected surface, middle, and bottom water samples for chemical analysis at Station #3. By this time, all ice was off the lake and the water column was completely mixed, as evidenced by the thermal profile. In addition, we collected samples for chlorophyll a, phytoplankton, and zooplankton analyses. We also collected temperature and dissolved oxygen profile data at Station #3. We then transported the samples to our laboratory in Marshalls Creek and analyzed them for total phosphorus, dissolved reactive phosphorus, total Kjeldahl nitrogen, nitrate/nitrite nitrogen, ammonia nitrogen, total suspended solids, fecal coliform bacteria, fecal streptococci bacteria, alkalinity (surface samples only), and pH.  A summary of water quality data for April 2003 is provided in Appendix A.
